They obviously won’t say… but it’s most likely that it means process-driven people. Those whose jobs are to do as they’re told or follow a strict process rather than a role where you can impact the direction of the company with your decisions.

Value is energy and focus to get things done, which is exchanged with money.
I guess lower value human capital are the ones who are part of not so important projects in SC. or it can be the ones who refuse to be tameable like robots at work or who speak up ideas about their ways. Or can per non -performers .wild guess . I mean all do the work that is at hand as job openings are so scarce.
Btw whoever coined this phrase “lower value human capital” is a horrible person . What a empathy-less phrase.
It’s a bit on the nose, isn’t it? Says a lot about how they view their employees…
