It used to be the case that every new job brought a 20% salary rise. Now all that I’m offered is 5-10% max and a load of puff about businesses potential. Is this just me? Strenuously hoping not

Someone I know is looking at changing jobs (from public to private sector no less) and struggling to get more than +10%.
